The PWE was the British ministerial committee formed in August 1941 to control all psychological warfare. Series codes were used systematically across all Allied leaflet production, and the “G” series appears to have been one targeting the German civilian and home-front audience specifically, as opposed to the “ZG” series which was primarily aimed at German troops in the field. The ZG series, for example, was the so-called “tactical” series aimed chiefly at German troops.
