Oman Military Forces, Physical training instructors tracksuit badge.

Large embroidered badge probably for swear on sports clothing.

The Arabic reads مدرب اللياقة البدنية (mudarrib al-liyaqa al-badaniya), which means "physical fitness instructor".

So worn as an Omani physical training instructor's qualification badge, roughly the equivalent of a British PTI badge. The crossed swords aren't a cavalry sign here. The khanjar over two crossed swords is the Omani national emblem, used across the armed forces and police.
