This is a Women’s Forestry Service lapel badge, issued by the Forestry Commission. The text around the ring reads “WOMEN’S FORESTRY SERVICE” with the lower scroll banner reading “FORESTRY COMMISSION.” 
This badge belongs to a very specific and short-lived phase of women’s wartime forestry work. In 1940, to solve a labour shortage and an increased demand for timber, the Forestry Commission started recruiting women both as forestry workers and to work in sawmills. This was the period when the “Women’s Forestry Service” title was in use, directly under the Forestry Commission’s own banner. In 1942, responsibility then passed from the Forestry Commission to the Home Timber Production Department of the Ministry of Supply, and the women became part of the newly formed Women’s Timber Corps (WTC).
So this badge predates the 1942 reorganisation, placing it in the 1940-1942 window .Once the WTC was formed, the branding and badging changed.
