Believed to be Senior Imperial Iranian Army or Guard officers cap badge. Large well made badge at 73mm high and 68mm across, from the era of the Shah of Iran,  pre-1979 Pahlavi-era Iran featuring the central Lion and Sun motif topped by the Pahlavi crown, a key imperial symbol representing strength, Shi’a heritage, and monarchy. The lion holds a scimitar (shamsher), stands on crossed swords over a laurel wreath base, in gold and silver suggesting high-rank officer use.

Unsure if they are Police or military, these and my other Iranian Shah items came form an oil worker who on fleeing the country in 1979 picked them up laying on the street abandoned obviously by some fleeing officer.
Design Details
The design draws from Iran’s coat of arms (1932-1979), with the crowned lion and rays atop crossed swords forming an “X” frame, flanked by oak/laurel leaves for victory.  senior Imperial Iranian Army or Guard officers
